Charles "Hos" Hoskins

Like many Arizonans, Hoskins first came to the state as a young fighter pilot at Luke Air Force Base in 1957. After flying 274 combat missions in Vietnam and being awarded the Distinguished Flying Cross, and thirteen Air Medals, "Hos" retired from the Air Force and he and his family settled permanently in Arizona in 1975.

He began his new career working for the Arizona Board of Tax Appeals - first as an appraiser and then as the Clerk of the Board. Ten years later he joined the Department of Revenue as Assistant Director of the Property Valuation and Equalization Division. Later he became the Director of the entire department.

In 1989 "Hos" left government service and became a property tax consultant with a national firm serving several hundred clients throughout the Southwest.

"Hos" retired in 1995 and was soon appointed to serve on the State Board of Equalization by then County Supervisor, (and now Governor) Jan Brewer. The BOE is an agency charged with hearing and deciding appeals of property valuations and classifications. As a member of that board he heard more than five-thousand appeals.

 

The County Treasurer is an elected position with a four-year term. Hoskins was reelected in November 2008 receiving over nine hundred thousand votes, the most ever by any county candidate. Since taking office in 2007 Mr. Hoskins has saved the taxpayers over $20 million by implementing new programs and making existing ones more efficient.

He is an experienced instructor and technical writer. He is a member of the faculty at the Arizona School of Real Estate and Business, the largest real estate licensing school in Arizona, and has authored numerous articles on the Arizona property tax system.

"Hos" has been married to Eleanor for 53 years. They have a son, daughter, and two grandchildren.

JOHN ARNOLD

Director of Strategic Planning & Budgeting

 

 

John Arnold started work for the State of Arizona in May 1997.  Mr. Arnold currently serves as the Director of the Governor’s Office of Strategic Planning and Budgeting.  The Governor's Office of Strategic Planning and Budgeting provides a central Executive branch resource for the compilation, analysis, and investigation of state fiscal matters. It advises the Governor in preparation of the Executive budget and advocates for that budget through the legislative process. The office assists and advises all entities of state government in budget development and execution. It also coordinates the process of defining state government programs, developing strategic plans, and measuring program performance to achieve desired results. The office is also responsible for fulfilling constitutionally and legislatively mandated reporting requirements related to the state budget.

 

Prior to his work with OSPB, Mr. Arnold served as the Executive Director of the School Facilities Board (SFB), a position he has held since October 2005.  The SFB oversees the K-12 school facility system, which includes more than 120 million square feet of academic space.  Under his guidance, the SFB successfully constructed 123 new schools, launched an energy efficiency program, completed a 21st century school analysis, and distributed more than $270 million in building renovation funds.

 

During Mr. Arnold’s tenure, the SFB used both cash and debt financing to construct new schools and complete school renovations. Mr. Arnold oversaw the issuance and maintenance of over $2.5 billion in school construction related debt.

 

In addition to his duties at the Board, Mr. Arnold served from 2006 to 2008 in the Governor’s Growth Cabinet reviewing and planning for longterm state infrastructure needs related to growth.  Mr. Arnold has also recently worked with the Governor’s Office of Economic Recovery overseeing the distribution of approximately $300 million in federal state fiscal stabilization funds.

 

Prior to his appointment as Executive Director, John worked for the School Facilities Board as the Deputy Director of Finance. He served in this position from May 2000 through October 2005.  As the Deputy Director, he oversaw all financial transactions, developed and implemented the agency budget, maintained project budgets, and tracked total project costs.  During this time, the SFB completed the Deficiency Correction program, a $1.3 billion school renovation and modernization program.

 

Before joining the School Facilities Board, he was the Education Manager in the Governor’s Office of Strategic Planning and Budgeting responsible for all K-12 and higher education budgets. John was with OSPB from June 1997 through May of 2000. He rejoined the budget office in 2002 for a brief time to assist in a transition between budget directors.

 

John has a Bachelor of Science in Accounting and Master of Science degrees in Accounting (Taxation) and Public Management from Brigham Young University.

ROBERT ROBB

ARIZONA REPUBLIC COLUMNIST

 

Robert Robb became an editorial columnist for The Arizona Republic in July 1999. He writes three times a week on public policy and politics, and his columns generally appear on Wednesdays, Fridays and Sundays.

 

The Wall Street Journal has called Robb the “dean of (Arizona’s) political reporters.”

 

Prior to joining The Arizona Republic, Robb ran his own public affairs and public relations agency for 13 years. He has also worked as vice president for public affairs for the Phoenix Chamber of Commerce and as vice president for Governmental affairs and publications for the Arizona Chamber of Commerce.

 

Before joining The Arizona Republic, Robb wrote and commented frequently on public policy and politics for the Republic and other media. For three years, he did a weekly commentary for the “Horizon” program on Phoenix’s public television station.

 

Robb still appears frequently on local television and radio and has been a guest on PBS’s The News Hour, MSNBC, BBC Worldwide, and Fox & Friends. He has also been published by the Wall Street Journal and RealClearPolitics.com. The Morrison Institute and the Goldwater Institute have published research papers by him.
